When you unscrew the black knob the 16 amp fused ‘by-pass’ allows all electric’s (alarm, stereo etc.) to work but with the exception of the starter motor.

The car immobiliser fuse will blow if a car thief attempts to start or hot wire the car with the black knob unscrewed.
